I only got to lvl 9 on my artificer but this is what I went with.
For race, I would go with warforged if you have it, or human. As a WF you'll be able to repair yourself easily so be self-sufficient. Non-warforged can take the feat construct essence to make themselves partially construct and so repair themselves for 50% of the usual repair benefit which is still pretty good. So if you don't have access to the WF race, out of the non-warforged races I'd go with human for that extra bonus feat and for the potential dragon marks of making that will boost your crafting lvls (if you are going to make this your crafting toon).
Important stats - intell for your trap skills and your infusions so as high as possible, and dexterity - its nice to be able to hit 19 dex eventually to qualify for improved precise shot. You could try starting with 16 dex, and later add a +2 dex tome, plus one lvl up in dex (the other 4 lvl ups should go into intell). After that, constitution would be the priority - try to start that at 14.
Dump charisma and wisdom. A couple points in strength would be good so you dont get overburdend but the points are a bit tight, try to start with 10 strength.
Will this be a 28pt build or a 32pt?
For reference, here's a link to the ddo wiki page on artificers which you may find helpful! I've also got a spare +2 dex tome that you could have.
