Libgdx is an excellent library with support for distributing on android, desktop, ios, and more. Its what I've been learning myself. It makes use of lower level Java libraries that are quite popular.

Sounds great.

Big question here though - do we want to build a game engine from scratch? I only ask because I am building a game using an engine and even that takes a long time. Creating an engine from scratch is a massive task.

You don't have to use a game engine per say a game engine is just a tool set meant to have everything you need to make a game using a collection of libraries would be better for a task such as this where there is more to consider like being able to serve multiple people at once.
